A couple who would have bought a two-bedroom flat in October City three years ago now ask your agent for something to rent. The landlord on your last lease wants a bigger raise at renewal. And the state has just said, from the top, that it wants more Egyptians to rent.
That last part is new. Between 20 and 24 October, at Egypt Forum 2026, rental housing in Egypt moved to the centre of the government's housing plans: 200,000 state rental homes, a pact with Talaat Moustafa Group with a stated value of EGP 11 trillion, and a programme of about a million homes over four years.
This piece separates what was decided from what was only announced, and works out what it means for a brokerage that has mostly lived on sales.
In brief: The president ordered 200,000 rental homes, with the cost split equally between the government and the Tahya Misr Fund. The prime minister announced about a million homes in four years, rentals included. Locations, rents and eligibility are not published. Meanwhile private asking rents in New Cairo and October are rising faster than sale prices.
What was announced at Egypt Forum 2026?
Four separate things were announced in five days. They are easy to blur together, so here they are side by side.
| Announcement | Who and when | What is confirmed | Not announced yet |
|---|---|---|---|
| 200,000 rental homes | President Sisi, urban development session, 20 October | The government and the Tahya Misr Fund split the cost equally | Locations, rent levels, who qualifies, timeline |
| Rental homes with Talaat Moustafa Group | Same session | The president asked the government to work with TMG on 200,000 rental units | Whether this is the same 200,000 or a second batch. Ahram Online reports one batch. Daily News Egypt describes two, which would make 400,000 |
| EGP 11 trillion TMG pact | Same session | Four mixed-use projects: north of Madinaty, 11.3 million m² in Alexandria, an industrial, logistics and real estate project in Abu Qir, and a North Coast destination modelled on SouthMED | The state's share, phasing, launch dates |
| National housing programme | Prime Minister Madbouly, forum closing, 24 October | About 1 million homes over four years, estimated at EGP 1 trillion. Social housing, middle-income, rental, rent-to-own and factory-worker housing, built with private developers | The split between categories, locations, a timetable |
The forum's recommendations also called for faster real estate legislation. The main bill on the table is the draft real estate developers' law, which is still a draft.
The framing matters as much as the numbers. According to Ahram Online, the president said the old rent law was meant to bring renting back as an alternative to ownership. Daily News Egypt reported him calling for a move away from an ownership-only mindset. In a market where families save for years to own, that is the state telling buyers that renting is a respectable choice.
Who will the state's rental homes be for?
Nothing has been published about the 200,000 homes yet. The best guide is the state rental scheme that just closed.
Sakan Likol El Masryeen 9 offered about 15,000 rental units through the Social Housing and Mortgage Finance Fund. Alongside it, the New Urban Communities Authority offered 10,000 rent-to-own units. Banker reported these terms for the rental scheme on 5 September:
- Household net income from all sources of at most EGP 16,000 a month.
- Rent support of up to EGP 100,000 over the whole lease, depending on income and unit size.
- A refundable EGP 10,000 deposit plus a EGP 365 registration fee.
- Mostly 90 m² units: 8,384 of the 8,464 units in the governorates.
- Applications from all citizens ran from 28 September to 28 October 2026.
If the new 200,000 follow this pattern, they will serve households that are not your clients today. A family earning under EGP 16,000 a month is not renting a three-bedroom in a New Cairo compound. In the near term, that is our reading: the state's rental homes and the rentals brokers handle will barely overlap.
The overlap could come later, through the million-home programme. It lists middle-income and rent-to-own units. If rent-to-own reaches middle incomes in new cities, it competes directly with developer instalment plans for first-time buyers, the same buyers who now struggle with down payments. How many units go to each category has not been announced. Until it is, that is a risk to watch, not a fact to sell against.
What does the EGP 11 trillion Talaat Moustafa pact mean for brokers?
EGP 11 trillion is the stated investment value of four projects over their whole lives, not money being spent this year. No phasing or launch dates were published.
For a brokerage, it means three future pipelines of primary launches from one developer: north of Madinaty, Alexandria and the North Coast. The Abu Qir project is mainly industrial and logistics, with a real estate component. Some of your buyers will ask about these projects soon. Until there are dates and prices, the honest answer is that nothing is on sale yet.
When launches come, the terms of your brokerage agreement decide what you earn on them. That includes the rate, the event that triggers payment and what happens if the buyer cancels. Our guide to broker commission in Egypt covers what the law says and what to get in writing.
The rental part of the pact is the more unusual idea. Egypt's rental market is mostly individual owners letting single units. A listed developer running rental homes at scale would be a different kind of landlord. It might rent directly, or through brokers on fixed terms. Nobody has said which.
Are private rents rising faster than sale prices?
Yes, in the two markets JLL tracks most closely.
| JLL figures | Sixth of October | New Cairo |
|---|---|---|
| Asking rents, Q1 2026, year on year | +11.2% | +10.0% |
| Secondary sale prices, Q1 2026, year on year | +5.4% | +3.1% |
| Asking rents, Q2 2026, year on year | about +7% | about +7% |
| Sale prices, Q2 2026, on the quarter | +2.8% | +2.4% |
JLL's explanation is the same in both quarters: inflation squeezed buyers, so many of them rent instead of buying. In the first quarter it also noted landlords reassessing their pricing, especially on contracts in Egyptian pounds after the pound weakened in March. On the sales side, developers responded with longer payment plans that keep the list price unchanged, and with discounts for buyers who pay faster.
Two cautions. These are asking rents, not signed leases, and they cover two cities, not the country. Rent growth also slowed from about 10–11% to about 7% between the first and second quarters. The direction is still up, and still faster than sale prices.
For your pipeline, this means more of your enquiries are tenants than your forms assume. A lead who says "I want to buy" but whose budget fits nothing on your list may be a tenant this year and a buyer in two. The questions that qualify a lead catch this in the first call, as long as rental is one of the outcomes you record.
What does the old rent law change for brokers?
The other source of rental supply is already in force. Law 164 of 2025 ends old-rent residential contracts seven years after it took effect. Youm7 counted about six years remaining at the end of August 2026, so the end date falls around 2032. Owner and tenant can agree to end a contract sooner.
The main rules, as reported by Youm7 and El Balad:
- Residential units: seven-year transition. Non-residential units rented by individuals: five years.
- Rent rises 15% a year during the transition, each rise calculated on the new rent.
- Minimum monthly rent by area classification: EGP 250 (economic), EGP 400 (medium), EGP 1,000 (premium).
- Early eviction is possible if the unit has been closed for over a year without justification, or if the tenant owns another suitable unit.
The listing opportunity here is our judgement, not a published forecast. Over the next six years, owners of old-rent flats in central Cairo, Giza and Alexandria will have to decide whether to re-let at market rent, sell or renovate. A brokerage that starts those conversations now, years before the unit is free, is the one that gets the listing.
Should your brokerage run a rental desk?
A rental pays less per deal, but the lease ends on a known date, so the same unit can bring you business again. Here is an illustrative comparison. The figures are examples, not market quotes.
| Rental | Resale | |
|---|---|---|
| Example deal | A EGP 30,000 a month flat in New Cairo | A EGP 6,000,000 flat |
| Commission | One month's rent from each side: EGP 60,000 | 2.5% from the buyer: EGP 150,000 |
| Comes back? | Yes. The lease ends on a known date, and the tenant renews or moves, so the owner re-lets | Rarely the same unit again soon |
On these numbers, two and a half rentals equal one resale. The commission rates are the common market practice described in our commission guide, not legal rates. Use your own.
A rental desk is worth it if most of these are true:
- You already get rental enquiries and turn them away, or let them go cold.
- You have new agents who can't close sales yet. Rentals teach them viewings, negotiation and paperwork on a shorter cycle.
- You know owners and building managers in the compounds you sell.
- Your ads already reach people whose budgets don't fit a purchase.
It isn't worth it if your team is fully booked on primary launches and every lead you buy is a qualified buyer.
If you do run one, record five things on every rental lead from the first call: monthly budget, move-in date, lease length, furnished or not, and who will live there (a family, a single tenant or a company let). Then give every signed lease a dated follow-up 60 days before it ends, with both the owner and the tenant. That date is the reason rentals come back.
What to watch next
- The 200,000 rental homes: where they are, the rent levels and who qualifies. If they stay below EGP 16,000 a month in household income, they won't touch your market soon.
- The million-home split: how much goes to middle-income rental and rent-to-own. That is the part that could pull first-time buyers away from developer instalment plans.
- TMG's first launch dates under the new pact, and whether it rents directly or through brokers.
- JLL's third-quarter Cairo figures: whether rent growth keeps slowing from 11% towards single digits.
- Interest rates: a cut would turn some tenants back into buyers. Our mortgage finance analysis explains why the rate matters more than the loan term.
Count the renters you already turned away
Pull your leads from the last 90 days and search the notes for "rent", "إيجار" and "furnished". Count them and check what happened to each one. If there are more than a handful and most went nowhere, you already have the demand for a rental desk. You just aren't serving it yet.
